TOP Group Training FAQ (Frequently Asked Questions)

1. What is TOP Group Training?

TOP is a Citizenship and Immigration Canada-funded program designed specifically for LINC Childminding staff. It was created to enable childminders to have access to trainers and to training that is specific to their needs. Group Training recognizes that the training available within the community does not always respond to the needs of those working with newcomer families. A more practical option may be for LINC programs to organize training that is tailored to their own needs. Group Training supports this opportunity as a viable option for increasing the opportunities for childminding staff to enhance their skills, knowledge and ability. This project provides an opportunity for reimbursement for approved, skill-enhancing workshops that are successfully completed in a group setting.

2. Why is TOP Group Training supported?

TOP Group Training is encouraged because:

  • Group training can be cost efficient.
  • Many participants can receive training at the same time/cost.
  • Training for those working with the newcomer community often require specific expertise not available through conventional workshops and institutional educational facilities.
  • It allows an opportunity for LINC childminding providers to work together to create specific training.
  • Training is tailored to the needs of the participants.
  • Group training allows several LINC providers to collaborate thereby sharing their own expertise and also building support systems within the LINC childminding community.
  • Group training encourages an exchange of ideas between childminding staff.
  • LINC staff are involved more directly in the planning of the group training sessions thus making the training more relevant.

3. Who can apply?

Any LINC service provider in Ontario with a childminding component included in their service to newcomers is eligible and can apply for and, if approved, be reimbursed for Group Training. Reimbursement is for trainer/facilitator fees only.

4. What types of courses/workshops will be reimbursed?

Workshops that enhance the childminders’ knowledge of current childcare methods and ideas that improve the quality of care given to the children will be approved.

To be eligible for funding for Group Training, the training:

  • Should have relevance to the duties performed by the applicant’s childminding staff.
  • Must be based on the need for skills and knowledge in the particular childminding area(s).
  • Must meet the criteria set by the Training Opportunities Project.
  • Must have a clearly defined program purpose.
  • Must include a sufficient number of trainees to ensure value for money, whenever possible.
  • Must be able to demonstrate that the proposed trainer(s) have provided high quality services in similar work.

Two documents will be used as a guide for approval. The documents are:

  • The National LINC Childminding Requirements, which are available in every childminding site and on the web.
  • The Occupational Standards for Childcare Practitioners, which can be found in the Resources and References section of the TOP binder and on the web.

5. How do we apply?

Complete and submit all sections of the TOP Group Training Application form to the TOP coordinator at the CMAS office. Once received and reviewed, if it meets the criterion, the applicant/contact person (See NOTE, below) will receive a TOP Group Training Approval letter. This letter will state approval and a list of documents required upon conclusion of the workshop. If an application is refused, the applicant will be contacted and informed of the reason for non-approval. Applying organizations are responsible for paying the presenters themselves and then the organization can apply for the agreed cost. Reimbursement is made upon successful completion of the approved workshop and the submission of all requested documents.

Each application is reviewed on the merits of the proposed program. Joint training sessions with staff from other LINC sites are encouraged where possible, as a means of maximizing value. Joint training sessions also encourage opportunities for skill training development within the LINC service providing community.

NOTE: When an organization applies, a decision must be made by the organization to have one person act as contact person for the training session. The contact person is responsible for the application, reimbursement form, listed documents and the feedback forms required to receive funding. The person’s name must be listed in the Application for Group Training.

6. How much reimbursement can be approved for Group Training?

Since there is limited funding, it is important that a group apply before making final training arrangements to ensure that the group will be reimbursed. Group Training applications can request up to $1,000. Training may be for a one-time training or for training that spans several sessions on similar topics. Reimbursement is for tuition only.

7. Where can my site get help to select eligible courses?

The Workshops and Courses section of the TOP binder provides information about a variety of workshops, e.g., Public Health and other training providers, for your consideration.

Childminding supervisors might also ask their LINC coordinator, CMAS consultant or TOP administrator for suggestions.

Additionally, applicants can try web-based resources such as
settlement.org for other training ideas.

10. How do I get reimbursed?

Along with your TOP Group Training Approval letter you will receive a Request for Reimbursement form. Both list the documents and relevant response forms needed to obtain reimbursement. Upon successful completion of the course, you must submit to the TOP coordinator:

  • An invoice requesting reimbursement to your organization. Your invoice should be on your organization’s letterhead, and include an invoice number and business/charity number. A sample invoice will be included in your Approval package.
  • Proof of payment to the trainer – A photocopy of the invoice/receipt from the training organization/trainer showing receipt of payment.
  • The completed Request for Reimbursement form including all required documents and forms.

Once all of these have been submitted, by mail, a reimbursement cheque will be sent directly to your organization.
